Quality Assurance Platform for Higher Education (APM)


Guaranteeing the quality of higher education is a mandate of Law Number 12 Year 2012 in Article 51, paragraph (1), namely to produce graduates who are able to actively develop their potential and produce Science and/or Technology that is useful for society, nation and state, paragraph (2) states that the government organizes a Higher Education Quality Assurance System to obtain quality education.

Article 52 paragraph (1) states that quality assurance of Higher Education is a systemic activity to improve the quality of Higher Education in a planned and sustainable manner, and paragraph (2) states that quality assurance as referred to in paragraph (1) is carried out through determination, implementation, evaluation, control and improving the standards of Higher Education.

 

Quality assurance as described above is carried out both internally and externally by universities, in this case, among others, through accreditation carried out by the National Accreditation Board for Higher Education (BAN-PT) and other Official Institutions. Conceptually, the Quality Assurance System cycle starts from self-evaluation, accreditation, and ongoing development of higher education programs and/or units.

The various changes that have occurred in the management of the higher education system in Indonesia have resulted in changes in the implementation of national accreditation for higher education in Indonesia. To facilitate and expedite the implementation of quality improvement carried out by the National Accreditation Body, LLDIKTI Region V Yogyakarta facilitates increasing the competency of human resources for higher education managers through the LLDIKTI Strengthening Program in Quality Assurance of Study Programs.

The intended facilitation is in the form of providing competent resource persons as facilitators, while to support the objectives of the activity program the participation of universities and the Head of LLDIKTI is required to assign and/or send participants to take part in the activities in question.

LLDIKTI Strengthening Program in Study Program Quality Assurance which is divided into several activities including Excellent Service Workshop, Monitoring and Evaluation for the Implementation of SPMI in PTS, Evaluation of LLDIKTI Region V Service Standards and the Establishment of a Quality Assurance Platform for PTS LLDIKTI Region V. Specifically related to the PTS Quality Assurance Platform aims among other things, providing facilities to universities in the form of consultation and guidance so that SPMI in universities can be implemented well.

A.    Service Procedures
Higher Education Quality Assurance Services at LLDIKTI Region V Yogyakarta are managed by the Higher Education Quality Assurance Team located at the Quality Assurance Platform (APM) of the LLDIKTI Region V Yogyakarta Office.

The work procedures for the Higher Education Quality Assurance Team in LLDIKTI Region V:

  1. Requests for services to the Higher Education Quality Assurance Team can be submitted directly to the Quality Assurance Platform or by telephone, email and letter;
  2. The implementation team prepares application forms for higher education quality assurance information;
  3. The implementation team prepares the picket schedule for the LLDIKTI Region V Higher Education Quality Assurance Team;
  4. Applicants for higher education quality assurance information must state their name, address, contact number, subject/information requested/problem, form of information requested;
  5. The implementation team records the details mentioned by the applicant in accordance with point 6;
  6. The implementing team identifies the requested/questioned substance;
  7. The implementation team conducts an analysis of the reported problems;
  8. Implementation teams prepare immediate responses whenever possible; or,
  9. The implementation team forwards the substance via email to the expert team;
  10. The expert team studies and examines the problems received;
  11. The expert team provides information, solutions, recommendations for problems received;
  12. The expert team sends information, solutions, recommendations to the Implementation Team;
  13. The implementation team records and documents all problems including information, solutions, recommendations received;
  14. The implementation team sends the information, solutions,  recommendations to the applicant.

B.    Quality Assurance Platform (Location)
 LLDIKTI Region V Quality Assurance Platform located on the first floor on the south side with facilities provided by LLDIKTI Region V.

C.    Implementation Schedule

Quality Assurance Platform Services with the following schedule:
Monday - Thursday  :    08.00 s.d. 15.00
Break                           :    11.45 s.d. 12.45
Friday                        :     08.00 s.d. 14.00
Break                        :     11.45 s.d. 13.00
Once a week there is a Team of Experts on duty at the Quality Assurance Platform.
