KOPERTI ERA

The history of the development of Kopertis began with the publication of the Decree of the Minister of Education and Culture of the Republic of Indonesia No. 1/PK/1968 dated 17 February 1968 which took effect retroactively from 10 October 1967. Based on this decree, the Higher Education Coordination Institute (abbreviated as KOPERTI) was formed, which had the function of a consultative apparatus with the Head of the local Education and Culture Representative Office. When KOPERTI was formed, Indonesia was divided into 7 (seven) KOPERTI regions, one of which was KOPERTI Region IV, with the working area covering the Special Region of Yogyakarta, Surakarta and Kedu, with offices in Sekip, Blok K Yogyakarta.

KOPERTIS ERA

As the increasing number of higher education establishments, especially private universities in the region, the Minister of Education and Culture issues Decree no. 079/O/1975 dated 17 April 1975 concerning the scope of Koperti's work to provide services to private universities, KOPERTI was changed to Private Higher Education Coordination (abbreviated as KOPERTIS). Even though the management carried out by Kopertis is specifically for private universities, its implementation cannot be separated from working relationships with state universities in its work area because there is very important collaboration in it, such as in the formation of the State Examination Committee for PTS students. On 12 November 1980 the Kopertis Region IV office moved to Jalan Army Student 13, Yogyakarta.

In order to adapt to developments in the field of private higher education management, the Minister of Education and Culture issued Decree no. 062/O/1982, concerning Kopertis Organizational Structure. Based on this decree, the name Kopertis Region IV became Kopertis Region V, with an organizational structure  consisting  of  5  parts,  namely:
1) Guidance Section,
2) Help Section,
3) State Examination Section,
4) Evaluation Section, and
5) Administration Section, with 3 subsections in each section.

Issuance of Decree of the Minister of Education and Culture No. 0135/O/1990 dated 15 March 1990 concerning Organization and Coordination Work Procedures for Private Universities, which regulates the organizational structure and work procedures of Kopertis, which are divided into Type A and Type B. Kopertis Region V, with a work area covering the Special Region of Yogyakarta, becomes Kopertis with Type B, with organizational structure:
1. Academic Administration Section, with 2 subsections:
1.1. Subdivision of State Examinations and Student Affairs
1.2. Subdivision of Accreditation and Institutional Administration.
2. Administration Section, with 3 subsections:
2.1. Personnel Subdivision
2.2. Finance Subdivision
2.3. General Subsection
Apart from Kopertis' organizational structure and work procedures, the national work area has also increased, from 7 (seven) work areas to 12 (twelve) work areas, namely 5 areas with type A and 7 areas with type B.

Higher education in Indonesia is experiencing quite rapid development, Kopertis' duties and functions are also changing. With the issuance of Decree of the Minister of National Education No. 184/U/2001 dated 23 November 2001, Kopertis' duties, which were originally carrying out operational activities, including publishing NIRM, holding state examinations and confirming diplomas of PTS graduates, are no longer carried out. Private universities are given autonomy to carry out their own teaching and learning processes, from the admission of new students to the issuance of diplomas for their graduates. The development of higher education in Indonesia provides for greater autonomy so that the educational process is carried out more effectively and efficiently. Higher education management demands greater accountability both to society and to the government.

As an implementation of article 5 of the Decree of the Minister of National Education No. 184/U/2001 and with the issuance of Decree of the Director General of Higher Education No. 08/DIKTI/Kep/2002 dated 6 February 2002 concerning Technical Instructions as well as changes and additional regulations to SK No. 34/DIKTI/Kep/2002, every tertiary institution is obliged to report the teaching and learning process for each study program no later than 1 (one) month from the end of the semester to the Directorate General of Higher Education, and for private tertiary institutions through Kopertis (now PD Dikti) .

Kopertis' organizational structure changed again with the publication of Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 1 of 2013 dated January 2 2013 concerning the Organization and Coordination of Private Higher Education. The issuance of this Ministerial Regulation is to organize and perfect the duties and functions of Kopertis, to optimize the implementation of comprehensive supervision, control and development of higher education.

Based on the Ministerial Regulation, the organizational structure of Kopertis Region V with type B consists of 1 field and 1 section, namely:
1. Student Affairs and Institutional Academic Sector with 2 sections:
1.1 Academic and Student Affairs Section
1.2     Institutional and Cooperation Section
2. General Section, with 3 subsections, namely:
2.1 Personnel Subdivision,
2.2 Finance Subdivision, and
2.3. Administration Subdivision.

Based on the Ministerial Regulation above, Kopertis based on location and work area is divided into 13 (thirteen) work areas, there is an additional work area, namely Kopertis Region XIII which includes Aceh Province including its development, which was then amended by Ministerial Regulation Number 42 of 2013, by adding one more region, namely Kopertis Region XIV, with the working area of Papua, so that currently there are 14 (fourteen) Kopertis regions in Indonesia.

LLDIKTI ERA

As a mandate from Law Number 12 of 2012 concerning Higher Education, the Minister of Research, Technology and Higher Education issued Regulation of the Minister of Research, Technology and Higher Education Number 15 of 2018 concerning the Organization and Work Procedures of Higher Education Service Institutions in April 2018. Educational Service Institutions Higher Education (LLDIKTI) is a transformation of the Coordination of Private Higher Education (Kopertis) which previously coordinated private universities in the working area. LLDIKTI has the task of helping to improve the quality of higher education provision, both PTN and PTS, in its working area.

In 2020 there was a change in nomenclature from the Ministry of Research, Technology and Higher Education to the Ministry of Education and Culture, the organization and work procedures of LLDikti are regulated by Minister of Education and Culture Regulation No. 34 of 2020; The nomenclature changed again to the Ministry of Education, Culture, Research, and Technology, and OTK LLDikti is regulated by Minister of Education, Culture, Research and Technology Regulation No. 35 of 2021 concerning the Organization and Work Procedures of Higher Education Service Institutions.

Based on the Regulation of the Minister of Education, Culture, Research and Technology Number 35 of 2021 concerning the Organization and Work Procedures of Higher Education Service Institutions, LLDIKTI Region V currently has the Main Task of facilitating improvements in the quality of higher education provision. In line with this, LLDIKTI Region V has the following functions:

Berdasarkan Peraturan Menteri Pendidikan, Kebudayaan, Riset, dan Teknologi Nomor 35 Tahun 2021 tentang Organisasi dan Tata Kerja Lembaga Layanan Pendidikan Tinggi, LLDIKTI Wilayah V saat ini memiliki Tugas Pokok melaksanakan fasilitasi peningkatan mutu penyelenggaraan pendidikan tinggi. Sejalan dengan hal tersebut LLDIKTI Wilayah V memiliki fungsi :

  1. implementation of higher education quality mapping;
  2. implementation facilitation to improve the quality of higher education provision;
  3. implementation facilitation to improve the quality of higher education management;
  4. implementation facilitation of higher education readiness in external quality assurance;
  5. implementation facilitation for assessing the credit scores of lecturers and higher education personnel;
  6. implementation facilitation for the establishment of universities and the formation of study programs;
  7. implementation of cooperation;
  8. management of higher education data and information;
  9. implementation of evaluation and reporting on facilitation of improving the quality of higher education; and
  10. administrative implementation.
